Is LVP or hardwood better?

LVP is waterproof, cheaper, and the right answer for basements, kitchens and rentals. Solid hardwood can be refinished several times, lasts generations and carries more weight with buyers. It is a use-case decision more than a quality one.

Can I install flooring over the existing floor?

Floating floors often can go over sound, flat vinyl or tile — it saves the tear-out cost but raises the floor height, which affects doors and transitions. Never float over anything soft, wet, or that you suspect contains asbestos.
